Development of a package or packaging component can be a separate process, but should be closely linked with the product if it is to serve well.

Design criteria, time limits, methodologies, technologies, materials and cost constraints must be established and agreed upon - although these may need to be kept flexible.

- A life cycle assessment, considering material and energy inputs and outputs; the packaged product, the manufacturing process, disposal, etc.
